I think tou need to review your policy on reinspections, since in our case we had an appraisal after the declaration date of an emergency, where the appraiser made explicit reference to the recent emergency, and yet we were required to have a reinspection because the end if the incident period of the energency was after the appraisal. This is far beyond the guidelines given by the VA in such circumstances, and can cause unnecessary delay right at the time of closing, depending on the inspector.
