The only reason I put #2 as our overall experience is because of a string of human errors. I do not feel that this is not a typical way that things are done.
The communication could have been a little tighter and then when leaving the office for a week his co-worker should have stepped in a been a little more on the ball with getting things done.
One other thing I didn't care for and that was playing the blame game rather than just saying I am sorry for the inconvenience that was caused and just pick up the pace from the time the inconvenience is found. Blame games only takes up more time and confusion than the words "I am sorry" and get things back on track from that point on.

They all seemed friendly but not clear. It may have been that my case was unusual and complicated. It was difficult to communicate to all that my situation was such that many of their requirements required a significant effort on my part to accomplish. I had a laptop and no printer or scanner. You guess how I succeeded in dealing with all the documentation.
